A basement can flood due to a variety of reasons. Sometimes, water invades via window wells, cracks, and other foundational irregularities. The "clay bowl" effect and hydrostatic pressure are huge contributing factors, and often place water right at the foundation. When a home is being built, a hole is excavated to make room for the foundation. Once this is constructed, backfill is used to fill in the gaps that the hole left. This soil is loose, while the soil surrounding it is tightly packed. This means that the backfilled soil is highly absorbent. Thus, a clay bowl is formed around the home, creating an artificial water table that deposits moisture right around the foundation. 

In the case of hydrostatic pressure, soil becomes waterlogged and exerts pressure on the home's foundation. This forces water inside the home via cracks and other openings. If a home features block walls, water can seep inside through the block and fill cavities.
